Joint Illinois State Police and Woodridge Police Operation
Illinois Route 53 at the 8100 block, August 23, 2001 0730 hours - 1230 hours

wrnispWoodridge Officers worked in support of the Illinois State Police operation as a roving "Wolf Pack." Officers searched for trucks outside the check point area with obvious vehicle violations to establish legal grounds for a
traffic stop and inspection. Once stopped, the trucks were instructed to follow the officers to the safetycheck point to be weighed and inspected by the State Police.


Woodridge Officers wrote 20 citations and made two criminal arrests including:
Driving While Commercial Drivers License Suspended 2 arrests
Attempt Obstructing A Peace Officer 1 arrest
Disobeyed Regulatory Signs To Weigh 2 citations
No Valid Illinois Truck Safety Test 6 citations
Inadequate or missing Rear Splash Guard (Mud Flaps) 5 citations
Failure To Display Company Name 3 citations
Failure To Secure Load 1 citation
Operating an Uninsured Motor Vehicle 1 citation
Failure to Signal When Required - 1 citation

Illinois State Police Motor Carrier Safety Inspectors conducted a total of 15 Level I Motor Carrier Safety Inspections and 3 Hazardous Materials Inspections of trucks brought in by Woodridge Police or stopped during the State Police portable weigh station operation. The State Police issued 6 citations and 48 warnings in addition to the Woodridge Police citations noted above.

14 of the 15 inspected vehicles were found to be so unsafe that regulations
required them to be placed immediately "out of service." These trucks had to be either towed away or repaired on the scene before being moved. Some of the violations observed included one truck that had only one working brake out of the four required. Another had failed structural attachment bolts that were allowing the truck body to separate from the frame of the vehicle. One truck had 12 inches of loose "play" or travel in the steering mechanism making it unsafe to steer. Several trucks were towing unsafe trailers which had safety violations such as: a broken towing tongue which was welded rather than replaced as required by regulations, missing and or defective safety chains, no operable brake lamps, no working emergency brakes.

The three Hazardous materials inspections found violations in placarding
requirements and failure to properly secure compressed tanks of gas. All were corrected on the scene by the drivers.

Drivers were inspected for proper licensing and out of the 18 inspections, 4 drivers were placed out of service for violations of license classification or restrictions, (including special equipment ratings such as lack of an air brake rating, or driving a vehicle heavier then license classification), and operating a truck with a suspended Commercial Drivers License. Several drivers were issued warnings by the State Police for failure to carry and display a current medical certificate card. The state portable scales detected 6 trucks which were over weight resulting in nearly $4,000 in fines issued to the offending drivers.
